Under the scheme, polluters can either reduce their greenhouse gas emission by investing in clean in-house installations or processes.
The polluters can also pay for emission allowances or they can buy carbon credits from verified offset projects.
The program is expected to be operational in mid-2012 and is expected to cover 85% of the state’s greenhouse gas pollution.
The program will cover utility, natural gas and industrial and transportation sectors among others.
